Condi Rice's phrase, 'birth pangs', was a subtle reference to Matthew 24, which may well be the most apocalyptic chapter in all the New Testament, save for the Apocalypse itself. The New Jerusalem Bible (the best version) translates verses six to eight thus:
6 You will hear of wars and rumours of wars; see that you are not alarmed, for this is something that must happen, but the end will not be yet. 7 For nation will fight against nation, and kingdom against kingdom. There will be famines and earthquakes in various places. 8 All this is only the beginning of the birthpangs.
Other bibles translate the phrase as: 'birth pains' (NIV); 'sorrows' (KJV); 'throes' (Darby); and 'birth pangs' (NASB) [via Bible Gateway].
PS Christian Zionism is an oxymoron.
